While PBN's do work it could be risky in the future due to all the websites being owned by the same owner. As well as the fact that they don't really offer any value to searchers since they aren't built for a real purpose other than rankings.
I personally believe that PBN's aren't going to hurt your rankings at least not anytime soon but you shouldn't solely rely on these types of links because acquiring natural links isn't all going to be of high quality. You need link diversity that way it appears completely natural.
Why Backlinks Don't Work
Have you ever acquired backlinks and they didn't work? You literally spent tons of time, money, and invested into them and your rankings didn't move up even a little? This is either an indication that your link diversity, anchor text, or the links themselves weren't very good. Also, another factor could be your on-page SEO isn't up to par or the content is just terrible and adds no value to a person searching for your keywords or phrases.

While buying backlinks is technically against Google terms of service. But it doesn't stop the majority of business owners or SEO agencies from doing so. Literally big companies with huge names offer links for sale. Guest posts typically are paid for. Acquiring backlinks can seem very difficult but it doesn't have to be!
